How to Fix the Start Menu When It Stops Working in Windows 11
When the Windows 11 Start menu stops working, clicking the Start button does nothing, the menu opens but freezes immediately, search inside the Start menu returns no results, or pinned apps and the All Apps list fail to load. This is one of the most common Windows 11 issues and is usually caused by a corrupt system process, a Windows update problem, or a conflict with a third-party application. Here is how to fix it.
Restart Windows Explorer
The Start menu is part of the Windows Explorer shell process. Restarting Explorer often brings the Start menu back immediately:
- Press Ctrl+Shift+Esc to open Task Manager (this works even when the Start menu does not)
- In the Processes tab, find Windows Explorer
- Right-click it and select Restart
- The taskbar and desktop will disappear briefly and come back. Test the Start menu
If this fixes the problem but it comes back after a while, continue with the fixes below for a permanent solution.
Restart the Start Menu process directly
Windows 11 runs the Start menu in its own process that can be restarted independently:
- Open Task Manager (Ctrl+Shift+Esc)
- Click the Details tab
- Find StartMenuExperienceHost.exe in the list
- Right-click it and select End task
- The process restarts automatically within a few seconds. Test the Start menu
Check for Windows updates
Microsoft has released multiple patches specifically for Start menu issues in Windows 11. Running the latest updates often fixes the problem:
- Press Windows+I to open Settings (if the Start menu is broken, this keyboard shortcut still works)
- Go to Windows Update
- Click Check for updates and install any available updates
- Restart the computer after updates install
If a recent update caused the Start menu to break, you can also uninstall it: Settings, Windows Update, Update history, Uninstall updates. Find the most recent update and remove it.
Re-register the Start menu with PowerShell
This command re-registers the Start menu app package, which fixes corruption in the Start menu installation:
- Press Ctrl+Shift+Esc to open Task Manager
- Click File, Run new task
- Type powershell, check the box for Create this task with administrative privileges, and click OK
- In the PowerShell window, paste and run this command:
Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}
You will see red error messages for some packages — this is normal. The command re-registers all built-in Windows apps including the Start menu. After it completes, restart the computer and test.
Run SFC and DISM
Corrupted system files can break the Start menu. Running the built-in repair tools fixes damaged files:
- Open Command Prompt as Administrator (Task Manager, File, Run new task, type cmd, check administrative privileges)
- Run:
DISM /Online /Cleanup-Image /RestoreHealth— wait for it to complete (can take 10-20 minutes) - Then run:
sfc /scannow— this scans and repairs protected system files - Restart the computer after both commands complete
Check for third-party software conflicts
Some third-party applications modify the Start menu or taskbar and can cause conflicts:
- Start menu replacement apps: Applications like Start11, StartAllBack, Open-Shell, or Classic Shell modify the Windows Start menu. If you have one installed, try disabling or uninstalling it to see if the default Start menu works
- Taskbar customization tools: TaskbarX, TranslucentTB, and similar tools modify taskbar behavior and can interfere with the Start menu
- Antivirus software: Some antivirus programs (particularly those with real-time protection features that scan app launches) can slow or block the Start menu from opening. Temporarily disable the antivirus to test
Clean boot test
To definitively determine whether a third-party application is causing the problem:
- Press Windows+R, type msconfig, press Enter
- On the Services tab, check Hide all Microsoft services, then click Disable all
- On the Startup tab, click Open Task Manager and disable all startup items
- Restart. If the Start menu works in a clean boot, re-enable services and startup items in groups to find the culprit
Rebuild the Start menu layout database
The Start menu layout (pinned apps, their positions, and the recommended section) is stored in a database file. If this file is corrupted, the Start menu may not open or may open blank:
- Open Task Manager, end the StartMenuExperienceHost.exe process (Details tab)
- Open File Explorer and navigate to:
%LocalAppData%\Packages\Microsoft.Windows.StartMenuExperienceHost_cw5n1h2txyewy\LocalState - Delete the file named start2.bin (or rename it to start2.bin.bak as a backup)
- The Start menu process will restart automatically and rebuild the layout file. Your pinned apps will be reset to defaults, but the Start menu should work
Reset the Start menu via Settings
Windows 11 allows resetting the Start menu host app:
- Open Settings (Windows+I), go to Apps, Installed apps
- Search for Start (you may need to enable viewing system components)
- Alternatively, use PowerShell:
Get-AppxPackage Microsoft.Windows.StartMenuExperienceHost | Reset-AppxPackage - This resets the Start menu to its default state without affecting other apps
Create a new user profile
If the Start menu works in a new user account, the problem is specific to your user profile:
- Open Settings (Windows+I), Accounts, Other users
- Click Add account, then create a local account (click I do not have this person's sign-in information, then Add a user without a Microsoft account)
- Log into the new account and test the Start menu
- If it works, you can migrate your files to the new profile. The old profile's data remains in C:\Users\OldUsername
Windows 11 Start menu repair options
If the Start menu fixes above have not resolved the issue:
- In-place upgrade repair: Download the Windows 11 Installation Assistant or ISO from Microsoft and run an in-place upgrade. This reinstalls Windows while keeping your files, apps, and settings — it is the most thorough repair short of a clean install
- System Restore: If System Restore was enabled and you have a restore point from when the Start menu was working, restoring to that point reverses whatever change broke it. Press Windows+R, type rstrui, press Enter
